The Plano Police Department has launched tip411, an internet based tool that enables the public to text message anonymous tips to police, and allows the police to respond back if necessary.

Reserved exclusively for Public Safety purposes and powered by CitizenObserver, a St. Paul, Minnesota Company,
tip411 puts a powerful new crime fighting tool into the hands of the Plano community for all ages and demographics.

tip411 is not a substitute for dialing 911.

Cell phone set up for tip411 is easy:

1. Under ‘Contacts’ on your cell phone, establish a new contact titled “847411” and save.

2. Now go to your text messaging as you would to send a text message to someone.

3. In the “To” block (who you’re going to send it to), select the contact “847411”.

4. Drop to your text box; once in the text box type in “PLANOPD” followed by a space.

5. Then type in your crime tip and push send once your crime tip is complete.

An example tip would look like this:

PLANOPD there has been a lot of strange cars and people at 1234 Any Street. There are many people coming and going during all hours of the day and night
and they are very noisy.

Once a crime tip is sent, you will receive a message from CITIZEN OBSERVER indicating the message has been forwarded to the Plano Police Department. Plano Police personnel may then respond back to the sender asking for additional information. If the sender does not want any further contact, the sender only needs to text the word "stop" back to 847411 and the contact between the sender and the police department is broken. Please note that text message charges mayapply to your account, depending on the terms of the service.

Is it 100% anonymous? 
Yes, none of the information exchanged over the system is logged so there is no way to track the originator of a text or web tip. 

What if I have an immediate situation that requires an emergency response?  If it’s clearly an emergency situation, you should call 911 immediately. 

Can police issue a Subpoena to identify the tipster’s information? 
Since the tip originator’s information is not logged and it’s 100% anonymous, there is no way to find that information out. 

What happens when I send in a tip?

Water Conservation Efforts Exceed Reduction Goals
In late August, the North Texas Municipal Water District (NTMWD) determined they will maintain Stage 2 water restrictions for a few more months. Our combined efforts with you to conserve water have worked well. According to Gerald Cosgrove, Public Works Director, we have saved 13.8 percent of water, which is 3.05 billion gallons less than the same period last year. This exceeds NTMWD’s regional 10 percent water use reduction goal.
Unfortunately, we won’t be free to water as we please until the raw water supply from Lake Texoma is fully restored. The Texoma supply has not been accessible since 2009 due to the infestation of invasive zebra mussels. NTWMD is accelerating a pipeline extension that will transport the Lake Texoma supply directly from the Texoma reservoir to the Wylie water treatment plant thereby protecting the environment.

Via Bob Nightengale: The Yankees have interest in free agent catcher, first baseman, and DH Mike Napoli. He’s also been linked to the Red Sox and Mariners this offseason.

Napoli, 31, hit .227/.343/.469 (114 wRC+) with 24 homers this season, and the Rangers didn’t make him a qualifying offer so it won’t cost a draft pick to sign him. I’m not sure what the Yankees would do with him unless they truly think he can catch 100+ games next year, which is something we have no reason to believe. He hasn’t started even 80 games behind the plate since 2009. I get the sense that this might be more about driving up the price for Boston than it is acquiring a good hitter who is an imperfect fit for the roster.

• Hiroki Kuroda, Nick Swisher, and Rafael Soriano all declined their qualifying offersbefore Friday’s deadline. The Yankees are now entitled to draft pick compensation if they sign with another team. The Angels and Yankees have developed a long-distance rivalry over the last decade or so, and as a result they’ve only made two trades with each other since 1996: Jeff Kennard for Jose Molina (2007) and Bret Prinz for Wil Nieves (2005). That’s it, two swaps involving spare arms and backup catchers. The Halos have since appointed a new GM however, plus they haven’t made the playoff since losing the 2009 ALCS to the Yankees, so perhaps they’re a little more open to the idea of trading with a rival for the sake of improving the club.

Los Angeles Anaheim spent big bucks on Albert Pujols and C.J. Wilson last year but fell into the trap of being top heavy. They had little depth, especially on the pitching side, meaning they had few alternatives when Ervin Santana stunk and while Jered Weaver, Dan Haren, and Scott Downs were on the DL. The end result was a third place finish and another offseason spent trying to figure out how to compete with the Rangers (and now the Athletics as well). The Angels have a few pieces who could help the Yankees, so perhaps the two sides could get together for the rare deal.

Alberto Callaspo & Andrew Romine
The Yankees are said to be seeking a utility infielder this winter, specifically someone who can play shortstop and third base a combined 100 times next year while representing an upgrade over Jayson Nix. It sounds simple enough, but that will be one very tough position to fill. The “super-sub” player who can play a different position everyday and actual hit doesn’t really exist. It’s a romanticization of what people used to think Chone Figgins and Mark DeRosa were.

Anyway, the Angels do have some infield depth despite the defection of Maicer Izturis. The 29-year-old Callaspo has taken over as the Angels mostly full-time third baseman in recent years but has plenty of experience at the other infield spots. He’s just a .266/.338/.358 (96 wRC+) hitter over the last three seasons, but he’s also a switch-hitter who can at least hold his own on both sides of the plate (108 wRC+ vs. LHP and 92 vs. RHP). Callaspo’s strength is his command of the strike zone (9.8 BB%) and freakish ability to get the bat on the ball (90.9% contact rate). He’s walked (126) more than he’s struck out (120) over the last three years, and only nine hitters have swung and missed less often since 2010. One of them is notIchiro Suzuki (90.2%), just for perspective.

The problem with Callaspo — more than the utter lack of power (.096 ISO) and speed (17-for-24 in steal attempts since 2010) — is that he hasn’t played shortstop at all since 2009 and regularly since basically ever. He’s a career second and third baseman who could probably fill in at short in case of emergency, kinda like Nix. He’s also had several run-ins with the law in the past, which might not satisfy the whole “good makeup and character” requirement. Callaspo projects to earn $4.2M in his final trip through arbitration this winter, so he’s not exactly cheap either.

The Angels also have the 26-year-old Romine (Austin’s older brother) on the infield depth chart, but he’s far less established that Callaspo. Romine owns a 49 wRC+ in 51 career big league plate appearances and a .283/.350/.367 (86 wRC+) in over 800 career Triple-A plate appearances. He’s a left-handed hitter and a true shortstop (his defense is his best tool by far) with experience elsewhere on the infield. With all due respect, I think I’d rather see the Yankees try to make Eduardo Nunez into a utility guy again rather than play the elder Romine as much as they seem to looking to play their utility infielder.

Kole Calhoun
I wrote about Calhoun in-depth prior to the trade deadline, so I’ll point you to that and give you the short version here: he’s a left-handed hitting corner outfielder who can hold his own against southpaws, spot start at first base, and offer both patience and some power. He’s also gotten slapped with the “gamer” tag because he’s short, white, runs really hard, and hasn’t gotten a big contract yet. The Angels are still being hung by the Vernon Wells noose and will likely use him as the fourth outfielder behind Mark Trumbo, Mike Trout, and Peter Bourjos this year, meaning Calhoun will probably spend another year in Triple-A waiting for someone ahead of him on the depth chart to get hurt. The Yankees are looking at life after Nick Swisher right now, and the 25-year-old Calhoun offers pretty much everything they’re looking for in Swisher’s replacement, at least on paper.

The Angels were reportedly seeking a quality left-handed reliever prior to the trade deadline and are said to be focusing on pitching in general this winter, meaning both starters and relievers. The Yankees don’t have much starting pitching to offer at the moment, at least not until Hiroki Kuroda and Andy Pettitte are re-signed/viable replacements are acquired, but they do have some left-handed relief depth. Boone Logan, who is coming off a career-high workload (55.1 innings and 80 appearances) and is due to be a free agent after 2013, is theoretically made expendable by Clay Rapada, the recently-claimed Josh Spence, and the soon-to-be healthy Cesar Cabral.

Obviously it’s very unlikely that one year of Logan can fetch the Yankees any of the players above, but at least he’s a piece who might entice Angels GM Jerry Dipoto. A conversation starter, something like that. I have no reason to suspect the Angels would have interest in acquiring Alex Rodriguez even if the Yankees ate a big chunk of his contract, so I’m not even going to discuss the possibility. Finding the right prospects or young big leaguers to package with Logan in a trade would be the key for New York, who could theoretically plug their utility infielder and right field holes in one fell swoop. It takes two to tango, of course.

JW asks: Given that the Yankees truly appear committed to 2014 payroll plan, does theMichael Pineda trade look even worse in hindsight? In other words, it always seems like there are starters who can be had on one-year deals, but as we can see, even guys like Torii Hunter look to be in a position to command multi-year deals. In other words, for payroll management, the Yankees would have been better off with the relatively low-cost hitter under control instead of a pitcher.

I disagree with that, I think the exact opposite it is true. It seems to be much easier to find position players willing to take a one-year contracts than starting pitchers, or at least starting pitchers who can have a real impact. Let’s not go off memory though. With some help from the MLBTR Transaction Tracker, here’s a breakdown of one-year contracts by position over the last three years…

• Catchers: 31
• Corner Infielders: 29
• Middle Infielders: 32
• Outfielders/DHs: 63
• Starters: 50
• Relievers: 69

These are guaranteed contracts only, so no minor league deals. If you click the link and dig through the data, you’ll see that nearly all of the catchers were backups and that the vast majority of the starting pitchers were reclamation projects, guys like Erik Bedard (three one-year deals), Chien-Ming Wang (three), Ben Sheets (two), Bartolo Colon (two), Scott Olsen (two), Rich Harden, Justin Duchscherer, so on and so forth. In fact, the best one-year deals given to starters these last three years went to Hiroki Kuroda and Andy Pettitte. It’s not all that close either. Feel free to look for yourself.

I didn’t like the Jesus Montero-Michael Pineda trade because a) I (foolishly?) held out some hope that Montero could catch for at least two or three years before moving out from behind the plate, and b) I thought the Yankees needed the young bat. That said, it was easy to see why they made the trade. Ivan Nova was the team’s only other established starter aside from CC Sabathia, and he had one full season under his belt. Compared to what other young guys like Trevor Cahill and Mat Latos and Gio Gonzalez were fetching in trades, the Yankees actually got a steal. That sounds hilarious in retrospect, but it was true at the time of the trade. Things have just gone horribly wrong since.

The Yankees need to add some offensive pieces at the moment, but their top four prospects are all position players. With Phil Hughes due to become a free agent after next season, Nova and David Phelps represent the team’s only two young and cost-controlled starters at the big league level, and Nova just had a terrible year while Phelps has eleven career starts to his credit. Pineda has been a non-factor at this point and I’ll continue to consider him one going forward until he actually gets on a mound. Outside of Kuroda and Pettitte, there are no starters available on one-year deals who are slam dunks to upgrade the rotation. There are plenty of hitters who could help on one-year pacts, however.

Via Ken Davidoff: The Yankees would like to find an upgrade over Jayson Nix this offseason, meaning someone who could play 100+ games between shortstop and third base next season. That won’t be easy at all.

Nix, 30, hit .243/.306/.384 (88 wRC+) in 202 plate appearances this season, including a 97 wRC+ against lefties. Maicer Izturis is off the market, and the only other free agents I see who fit the ball are Marco Scutaro and Jeff Keppinger. Scutaro is likely to get big bucks from the Giants and Keppinger has played a total of 125.2 innings at short in the last four years, including zero in the last two years. Hopefully the trade market is more bountiful.
